What it refuses to do

  • No ranking. Countries are never ordered by value, anywhere, including in navigation.
  • No readiness score. No composite, no index, no maturity rating.
  • No winner or laggard language. Nothing here says a country leads, lags, or should be a model for another.
  • No annual forecasts. 2026, 2031, 2036 are the formal horizons; the years between carry dated records only.
  • No invented effects. A decision lever that cannot be calibrated produces a qualitative implication and names the evidence that would be needed — never a number.
  • No unsourced institutional claims. No client, funder, partner, endorsement or impact figure is asserted.

Evidence states, kept apart

Delivery states

Milestones

  • A milestone is a dated event or a published target. It is not a forecast, and this platform does not generate one.
  • Every milestone names its source, its delivery status, its date, and what it does not establish.
  • A future target is not a future event. A target with a date is recorded as a target; recording it is not evidence it will be met.
  • The years between 2026, 2031 and 2036 carry milestones only. No annual value is invented to fill them.

Featured and standard chambers

All 54 countries are available in every view. Ten have featured chambers with deeper institutional questions: Côte d'Ivoire, Egypt, Ethiopia, Ghana, Kenya, Morocco, Nigeria, Senegal, Tanzania, Zambia. The rest have standard chambers built from the same shared data. South Africa is not a featured chamber — Its labour market, formal-sector share and industrial history differ enough from the ten that a featured chamber would change what the instrument is asking rather than add an eleventh answer to the same question. South Africa remains part of the 54-country platform, has a standard chamber here like every other country, and appears in continent-wide data where methodologically necessary.

Depth differences are rendered, never smoothed. A country with a thin record is described as having a thin record; it is not given generic language to make the pages look symmetrical.

What could not be read

A bibliography of what was read is only half the record. These 13 sources were requested during research and could not be used. Each entry states what was lost as a result, because an evidence base with the failures removed looks more complete than it is.

    Consequence. Senegal's own quarterly labour-force survey could not be read. Unemployment, youth unemployment, participation and self-employment figures circulating in secondary reporting were therefore NOT recorded. Senegal's labour-market position on this platform rests on the shared ILO modelled series, which is a model rather than a national survey.

    Consequence. Same as above. A secondary report of these figures was available but was not used, because quoting secondary reporting of a primary statistical release as though it were the release is exactly the practice this platform forbids.

    BCEAO — sought for financial-inclusion.

    Consequence. The existence, issuer, coverage year and publication date of the dashboard are recorded. Its country-level financial-inclusion rates are NOT, so no BCEAO rate appears anywhere on this platform. The item instead records the definitional hazard: the BCEAO measure and the World Bank Findex series are different constructions and must never be read as one.

    Consequence. A FAO study on agriculture and poverty in Tanzania could not be opened. Tanzania's agricultural employment position was instead taken from the World Bank country overview, which is primary but less specific.

    Consequence. Tanzania's national guidelines for AI in education could not be read. No claim about them is recorded. This is a material gap: it is the one document that would speak directly to practical AI skills in Tanzanian schools.

    Consequence. The Digital Economy Strategic Framework 2024–2034 is recorded as existing, with its issuer, period and launch date corroborated independently. Its numeric targets are NOT recorded and are not quoted from secondary reporting.

    Consequence. Zambia's own AI strategy document could not be opened, and verification was not disabled to force it. The strategy is recorded from the OECD's official register instead, and the disagreement between the two about its period (2024–2026 versus 2025–2027) is published rather than resolved.

    Consequence. Côte d'Ivoire's national AI strategy and data-governance strategy were reported as handed to the Prime Minister in March 2025, but the government's own page could not be opened. No claim about either strategy is recorded, so Côte d'Ivoire's chamber does not state that it has a national AI strategy.

    Consequence. Egypt's own AI strategy document could not be read. Its targets are recorded from the OECD's official policy register, which is an official-tier secondary record of a primary document, and the item states that plainly rather than implying the primary text was consulted.

    Consequence. Reported figures for 3MTT cohorts trained to date could not be verified and were not recorded. The programme's own published target of 300,000 was taken from its own site instead.

    Consequence. The independently assessed implementation status of Senegal's commitment to digitalise administrative procedures could not be read. Senegal's digital-public-service position therefore rests on government and secondary sources, with no independent delivery assessment.
